Due process is the most important. Under EXTREMELY exigent circumstances civil rights and due process MAY be temporarily suspended for brief periods (riot - martial law - etc), but the rule of law is paramount to a successful viable democracy.
Crime control does not place an emphasis on the rights of defendants and instead looks toward victims. Due process works to ensure any defendants are given the highest amount of fairness at all times while looking at police involvement.

Procedural due process has to do with the how (the procedures, the methods) of governmental action. Substantive due process involves the what (the substance, the policies of governmental action).

This question is more appropriate for a poll as it is a matter of personal beliefs. The due process model is concerned more with individual rights versus the crime control model's concern for a more orderly society with little regard for individual rights. I personally believe more in the due process model rather than the crime control model. I believe more in, say, my right to be free from unreasonable searches and seizures, or making self-incriminating statements than the government's right to something like "we don't need no stinking Miranda warnings, want to taste the rubber hose again?"
