You don't craft collars for anything. You're probably thinking how wolves have them. People tame them by right clicking them with bones. Then they automatically get a collar.

You must be talking about giving wolves collars. You don't have to make a collar to tame a wolf, in fact, they arn't even in the game. To tame a wolf right click on it with bones until hearts appear above it's head. A red collar will appear on it's neck meaning it is tame.
