There is a flasher fuse and a flasher relay. These are two different items.
You can pull a flasher fuse out and inspect it. When it's blown you can see it that it is blown.That vehicle has two flasher relays. One is for the directional signals and the other is for the emergency 4-way flashers. They both use the same part number relay. Simply switch the two flasher relays to determine which one is bad.
