You can't disable the airbag on the driver side. You could remove the airbag.
It is illegal to disable the driver airbag, and also a very ignorant thing to do. Disable that airbag and have an accident where you are injured, and your insurance company could refuse payment for the injuries you may suffer. Air bags save lives and I will not help you on this one.
Anytime that you are working on a vehicle with an airbag it is recommended that you disconnect the battery.... That should disable it enough to work on it

The driver airbag is always located inside the steering wheel.Look at the steering wheel cover for the letters SRS or the word "AirBag".If the airbag does exist,you will see that written.

AFAIK, there are no passenger airbags on a '94 Wrangler. I have a '94 Wrangler, and I have neither a passenger nor a driver side airbag. Hope this helps
