The best way to find a forum or message board to discuss a topic or problem you have is by going to Google.com and searching "forum + <insert topic>" and trying each link and find an appropriate site by a process of elimination.
It is not advisable to take the advise of a stranger too seriously and there are usually people who you can talk to in your life who will be able to help you alot more than a forum usually will.

Typically you'll see a 'post thread' link. Though this varies from forum to forum. If you provide my with a link I can see if I can find it for you.
I believe you can only lock topics in the community forum if you started the topic and are a supervisor.

This is a topic for the community forum. Please, whoever asked this, go to the community forum at the left and post this topic.
To make a topic, go to your forum or someone else's. You click make a discussion and that makes the topic and you only have to fill out the information and the title. If it is your forum, you can choose for it to be a discussion or an announcement.
First, go to the forum in which you want to post the topic. When you reach the forum, look on the page and there will be a button that says "Start a Discussion".
