Read the owners manual..some keys can be programmed using 2 original keys by turning on and off in the ignition then using the 3rd key..the dealer may tell you that they have to reprogram keys using your computer but it may not be true..depends on the year..it worked well on my 2003 F150...if the dealer does it then none of your original keys will work without being reprogrammed by the dealer

The 2000 Ford Taurus does contain a transponder chip inside the key. The replacement can be programed by a locksmith or dealer service department.
You can get a key at any decent locksmith shop in your area. The key has a Chip that has to be matched to the vehicle. You can only do this yourself if you have two keys that work on the vehicle. If you only have one key then you will have to take it to a ford dealer and have them reprogram the vehicle. There are probably car repair shops that have this computer but most likely a trip to the dealer is required.
