It COULD be a fuse, but generally there would be other electrical components on the same circuit so you'd see other components that weren't working. It could also be a poor electrical connection somewhere between the lighter and the power source (fuse panel, junction connector, etc)
But I'd check the power TO the lighter first. See if the power wire is "hot" before you waste a lot of time chasing down what might be a non-problem. If it's just the socket, they're easy to replace.

bad fuse, loose or disconnected wire, bad cigar lighter base. Try replacing the 20 amp fuse marked "locks" in the inside fuse panel located on the passengers side.

Well, what I would do is ask the person or company that I got the car from - but the cigarette lighter fuse would probably be somewhere under the dashboard.

Its a 30A fuse in the middle of the fuse box in the glove box, bottom row to the right of the spare fuse. Hope that helps mate.

A fuse is blown. Stereo and lighter are commonly controlled by same fuse
