Your best bet is probably just to leave the hair alone, since it will eventually grow out anyway, but if you are in a hurry to remove the black color, you can use hydrogen peroxide to bleach it out. But you may have to re-dye your hair again afterwards, if you don't want to be blonde.
If its permiment hair dye then thers not a lot you can do . the one product you can buy is Loreal colour zap but its exstremlery hard to find. you could try putting Head and shoulders anti-dandruff shampoo on your hair and leave it in for abotu an hour this fades the colour and if you do it more then once then the colour will eventualy be gone and you will have your old natural hair colour back.
If you are talking about hair dye in your hair you won't be able to really take it out(permanent hair dye will just fade over so many washes). If you want to cover it up you can just dye it your natural color. If you used semi permanent hair color the color will come out eventually. Otherwise if you are talking in general just throw it away in a container.
