most likely it's a dud battery in fob. Easy to replace, just prise open fob. Keep a spare battery somewhere as I have been locked out by a dud battery!
Use the key fob

Not 100% sure about a 2003, but on a 1998 you reset the security system by locking and unlocking the doors from the outside with you remote key fob. Hope that helps.

You can't. The built in security system requires the key fob for the bike to start.
It is possible to program one key fob to use on two different cars. If the key fob uses a primitive fixed code system, programming two cars will not work.
The problem with the Monte Carlo is in the Security system itself I own a 2001 SS and it use to do the same thing. The security system does not recognize the key, when you use the key pad to enter the car. The only way I got it to work correctly was to Stop using my key FOB (remote). If you have the problem where your vehicle will not start, Get out, put the key in the door with it closed and turn the key to unlock for 10 seconds. It tells the car that the key was used to open the door not the key FOB. Monte Lover.
Check the fuses, same thing happened to me. i had a blown fuse.
