My computer is a an Intel(R) Pentium(R) 4 CPU 3.20Ghz, 4 GB of ram, Graphics Card is a Radeon 6570. I use Ccleaner everytime before I play RuneScape and I use the client but it's no use.. It runs between 4-7 fps on DirectX max detail and 12-15 fps on the lowest detail software mode. I just restored windows not too long ago, it runs everything else great! Java, DirectX11, and the graphics card drivers are all up to date.. What do I do?! What should my fps be with all these specs?

I can't answer that question for you, but in my opinion Runescape is better than club penguin since Runescape is run by an actual gaming company where as club penguin is run by Disney. Club Penguin also is very limited gameplay, where as Runescape has a wide variety of gameplay.
