Most central air-conditioners will have to be replaced, and should be replaced by a Heating and air conditioning service person, who is liscened to do this work. It is dangerous and it needs a professional to refill the condensor. If your not sure it is the condensor, a professional can monitor, the air fow and tell you for sure.

There is not enough air moving across the condensor coil. You may have a inoperable fan, or the condensor could be pluged with debris. Check to see if the fan runs when the car is satationary, and rinse the condensor off with a hose.

Can you put a porous box around the outside unit of your central air if the box constricts the air intake but does not cause a vacuum?

In a word, no. This area has to remain relatively free of obstruction so air can flow around your condenser coil. Restricting the air flow across the condensor unit will increase your unit pressure and not operate correctly.
