Its located on top of the valve cover. Just grab hold of it and gently pull it out of the gromet its in, then pull the small rubber hose off and replace the PVC itself and push it back in from where it came.
You don't fix it, you replace it.
The PVC valve is not held in by any nuts or bolts. Just pull on it to remove it.

The PVC valve is located on the driver side rear part of the valve cover. It is screwed into the cover with a black hose coming from it. You just need a wrench to un screw it. Don't cross thread the new one going back in. Thread in by hand to start.
