OEM stands for original equipment manufacturer. The Oxygen sensor senses amounts of oxygen in the exuast to adjust the fuel mixture acordingly.
I had that same exact problem with a 1995 Jeep Cherokee, and it was indeed a bad oxygen sensor. Relatively cheap repair too.

Run a computer diagnostic test to figure out WHY it's on. Why replace a converter when the problem could be an oxygen sensor?
There are four oxygen sensors screwed into the converter assemblies. You need to know which one is faulty before attempting to replace them.
