I've never found myself in that place but I would say nicely tell them you can't invite them. If this is true tell them the reason why but if you just don't want to invite them think of a reason they can't come and if there's no reason then just say yes!
If someone comes to your event/home who you have not asked to come (you have not sent them an invitation) then that person is 'uninvited' if you also do not want them at your event/home then they are also unwelcome.

Of course not. At the very least they are guilty of TRESPASS, and if it was done with a criminal intent, they could be charged with BURGLARY. -------- BUT if it is police or any other federal person they can come in uninvited with a warrant and do want they want
Just straight up tell them they are uninvited if you feel that you don't want them here. By lying and making excuses, you'll never know when that will come back and bite you.

Depending on who they are, you can just tell them they can't come. Or, I think you should tell them the party is cancelled. If it really doesn't matter, then just let them come.
Chrysler asks one to come in when they can put the application online because meeting or seeing someone is much better then seeing someone after one has already hired them.
