Try pulling it up hard while pushing the button in, then pushing down. If that doesn't work, perhaps something fell into the handbrake compartment and is obstructing it. You can remove the plastic shroud around the handbrake to inspect it better, instructions can be found here (scroll down half way, its part of the instructions for replacing an O2 sensor): http://www.carspace.com/guides/Toyota-Echo-How-to-change-post-catalytic-O2-Sensor This may seem like a big job, but its not bad at all.
