if the webcam has come with the computer, it turns on by itself when you use a software that requires you to use a webcam. Otherwise, if you want to turn on the webcam (just simply) you have to get a software like CyberLink YouCam or any other software you like.

I did the same thing!! I dont want to risk downloading a free one in case of viruses. I found a cyberlink youcam program that you can use for free for 15 days then you have to purchase it, but if you need it in an emergency its better than nothing. Someone help!
go to start menu, search for you cam. click the one that says Cyberlink Youcam. NOT the one that has (webcam) after it. once that is open then go to skype and click tools then options, and under video go to the drop down menu that is at the top right ( i believe ) and change it from your default webcam to the youcam. once this happens make your video call and you should see the youcam video effects panel popup shortly after your webcam starts
Windows 7 automatically install HP Webcam driver. So if you install Yahoo, Skype, Window Live Messenger or any other Video chat its work perfectly. If you use webcam offline for capture pictures and videos use Cyberlink YouCam, ManyCam or WebcamMax.
every computer is different, like mine i have a HP and it has YouCam on it
If you would like to make a movie from the video shot on your handycam or phone you can use the windows movie maker feature. Which is now available with MSN Live Messenger. If you would like to shoot a movie with the inbuilt webcam. Then you can use the Youcam software. To get it, go to www.hp.com --- in the search field write Youcam and hit enter. From the list please select the link to download the youcam software.
Cyber Link Power2Go is a media copying software which one can use to copy media, data, or other files from a computer to a CD or DVD. It also includes tools one can use to restore ones system.
If it's got an inbuilt webcam, it should also come with software pre-installed. My Compaq laptop has a webcam and a programme called Cyberlink YouCam, which I had to look for in the list of programmes. When the programme is opened, the webcam switches on (a little light lights up next to it) and... there's me on the screen, looking older and fatter than I ever imagined. Webcams are not flattering. Also, if you've got a big enough hard drive and you want to try installing Ubuntu Linux for free, (you could try it by installing Ubuntu using WUBI - Windows Ubuntu Installer - as a Windows application) then free software can be downloaded to use your webcam in Ubuntu).
