Most older car models do not feature an air bag and yet they can be driven legally on the road.
Horns do not have fuses. If you have a car with a driver's side air bag and the horn does not work, it is most likely the clock spring for the air bag. Have a certified repair shop check it out as it is VERY DANGEROUS to mess with the air bag.
Disconnect the car battery ... without an electrical impulse from any number of sensors, the air bag is rather unlikely to expand on its own.

To reset the air bag in a Nissan Altima turn the car on the on position without starting the car. When air bag light blinks shut it off for 10 seconds. Repeat three times. On third time turn back on and it will blink in different pattern, so you know you did it correctly. Turn on and off again and light should be off.

You cannot turn it on because it cannot be turned off in a car. It is always on. In some 2 door trucks you can turn the passenger air bag off/on, but not in a car.
