Their boots aren't heavy in outer space because there is no gravity. Actually the boots are relatively light compared to their size; but the materials used in their construction (kevlar, polymers, metals 7-10 layers of rugged material) are there to ensure the astronaut's safety by protecting them from the vacuum and temperature extreems of space.

With all that material, their boots would be a little more heavy than their earthy counter-parts, but the weight isn't a factor in their design. In fact, lighter boots would be better in outer space because it costs so much money per pound of cargo to get things into orbit. It only stands to reason that the flight engineers would want everything to be as strong and light as possible.

A space suit is one of the most dangerous outfits a person can put on. However, there are some safety measures such as an oxygen tube, body heat sensors, thick protection, and a sun visor.
