If you're talking about turnout gear, it doesn't.

Turnout gear is made of flame retardant and heat resistant material.

The only thing fire fighter personal protective equipment does for the firefighter is allow the fire fighter to enter an immediately dangerous to life and health environment long enough to search for victims and extinguish the fire. When a fire starts in a room inside a building the oxygen content for the fire is low causing whats called incomplete combustion, incomplete combustion is what causes the thick black smoke associated with structure fires. this smoke is around 900 degrees F. and highly flammable. If enough of this highly flammable smoke gets on the fire fighter's turnout gear the equipment itself will burn rapidly. As far as the SCBA (self contained breathing apparatus) the mask is made of ordinary plastic and will melt readily in high heat enviroments, the cylinder is made of composite material. Our helmets are made of either plastic or leather and is designed with a slope towards the back so boiling water and falling debris from fire fighting operations will roll down our backs instead of down the collars of are coats.
