Females turtles have a vent called a cloaca, and the male does have a penis. The male climbs on top of the female to insert his penis in her cloaca. The female already has eggs, the male just need to fertilize them.

First they mate in the spring, then during the summer the female turtle goes on shore and digs a little hole and puts her hundred of eggs into it. Then about 3 months later the eggs hatch and they little turtles come out the hole and started their long walk to the ocean. With birds coming all around trying to pick them up and have a little snack.
