I'm not certain how it's done on a Civic, but most cars can be reset by pulling the battery cable (hot/red) and letting it sit for an hour or so. This has worked for me in the past.
The turn signal flasher on a 2008 Honda Civic 4 door is located under the dash near the pedals. It controls the flash interval for all turn signal indicators.

Use your car key and insert into the slot next to the Maintenance Required notification. It should get reset from red to green.
The maintenance required light only goes on after 7,500 miles since last 'maintenance'. The maintence required light will not turn off by replacing or changing anything, the only way to turn it off is by putting your key in the key slot next to the light.

The maintenance light on a 1995 Honda Civic can be reset by a few ways. First the battery can be disconnected for at least 5 seconds. Doing so resets everything. The fuse for the ECU can also be removed to just reset the computer solely.
Consult the drivers manual. You will find that information in there.
