the signal flasher is the hazard light switch......remove the radio bezel and change the switch
replace the turn signal flasher fuse.
The emergency signal flasher module can be found below the dashboard, on the drivers side of the engine compartment. The emergency signal flasher module simply plugs in and out.

There is not a flasher on a 1996 Lincoln Town Car. The turn signal and hazard flashers are operated by what is referred to as the lighting control module. It is located in the dash behind the knee bolster above the accelerator pedal.
Some might think there is no turn signal flasher fuse and if your turn signals are not working you should replace the turn signal switch located on the stearing colum. This is incorrect. Cost at the dealer is over $600, junk yard around $50. There is no stand alone flasher relay as in the older or more senseably engineered and cheaper cars.
There are no Flasher Fuses per sey. There is a turn signal fuse, and there is a Flasher Relay. Go to www.autozone.com and look up component locations.
