The easiest way is with those crayons called "Fill Sticks" you can buy at the home improvement stores.
The color isn't critical, cedar has a lot of variations in the color and it will blend in
Rub the stick back and forth across the hole until it's over filled. Use an old credit card or snip a piece of plastic from a laundry detergent jug to scrape off most of the excess. Wrap a rag around a block and rub off the remaining wax.
