I will be honest, I don't know. BUT, I don't think this is a very good idea. The abs is intergrated in the brake sysytem. You would have to remove the system, and guess how to set it up.
There should be a switch on the left side of the glove box. Please note that this may disable your ABS as well.

Front driver side under airbox is abs dis unit ! under that is a black plastic abs control module .It bolts to dis center from underneath .
Should be a push in, at the end of the shifter arm.
Engine mounts on 1997 Crown Vic are under the engine above the front frame cross member. There are three bolts that attach the mount to the engine, and two bolts that connect the mount to the frame mounting points.
