The heater blower on the Peugeot Expert van will only run when the engine is running, and the alternator working. The alternator operates a relay which connects to the output from another one worked off the ignition switch. There are fuses near the battery (40 amp I think) protecting these main circuits. I seem to remember that the relays are around the passenger footwell area. One clicks when ignition is turned on, the other when engine fires up. One relay coil maybe is fed via a diode. Sorry to be vague, it's quite a while ago!

A replacement cat converter is very expensive and it is unlikely the cat needs replaced. Is the engine warning symbol lighting up? If it is the chances are that the sensor on the cat is either dirty or faulty. The best way to determine if your cat is faulty is to have the exhaust emissions checked this will show if the cat is working properly or not. A replacement cat can be fitted by any exhaust center, but expect to pay big bucks if you have to replace.
Have you checked the fuse?
