Hello, I have a 99 ford ranger myself and I find the starter on my truck, I find it under the engine, if you look under on the right side of you truck begin the front tire you sure be able to see it.. good look.
Generally find fuseable links on a Ford connected to the battery side of the starter relay/solenoid.

Find the positive battery terminal. Follow the thick cable from that terminal and it will lead to the starter solenoid.
