If you are a non-member, then all you can do is sell them, UNLESS you're doing Dragon Slayer, a quest that requires some number of planks to fix a boat. For members, I have no idea. They're probably used for Construction, a member's skill.

If you are a member, just buy or cut some normal logs, and go to the sawmill east of Varrock, and make a plank for 100 gp. If you are F2P, you can try keeping up an offer in the grand exchange for maximum price, or (faster) go to lvl 21 wilderness near clan wars and pick some planks up in the graveyard of shadows, as several planks respawn there.

The best way to get planks, for non-members, is to buy them from the Grand Exchange. The only other ways - for non-members - are to pick them up from the Wilderness, which is quite dangerous, and from Crandor, which can only be accessed during and after the Dragon Slayer quest.

Chop down a tree, pick up the wood, press E, then place the wood into one the blocks in the crafting part of your inventory. You will get wooden planks.
