How do i put two task bars on to a Windows XP desktop on the same monitor I.E. A mac emulated toolbar on the top and a Windows on the bottom?

I wanted to run windows xp on my tiger mac OS x. This will simplify a lot of issues for me and make my work a lot easier. I have an external passport size harddrive for my mac laptop. The capacity of the external drive is 120 gigabytes.
