i just had to do this on the road, i used an ice scraper handle and a flash light. if you look under the dash behind the release handle you can see the lever to pry on to release the brake, caution the peddle may snap up and hit you.
Just remove the plastic cover that is under the steering wheel, it has 3 screws and some snaps. then you can see the mechanism that the cable was pulling to release. it is a lever just reach in with a stiff wire with a hook on the end and hook it and pull towards you and it will release the brake.
You would have to find a tube or something to release the handle and ratchet.
I believe tyhere was a recall on this. check with dealer
If the meter is broken you are not supposed to park there.... you can get a ticket for parking at a defected meter.
If you mean the brake itself, the parking brake lever pulls on the cables which attach to the rear brakes and manually tighten up the rear brake shoes. If the brake isn't working either a cable has broken or the problem is in the rear brakes.
Check parking brake if you use it. Sounds like broken cable.
If its broken, then the cable is released. IF the breaks are still sticking, then the rear brakes will have to be opened up and the mechanism freed up.

it is next to drivers side on floor in front, take pliers and pull up on cable, this will release hood latch
If the cable is broken and parking/emergency brake is still ON, then they are rusted in place ! - Your emergency brake system needs urgent work.
on the side of the brake assembly is a lever with a "u" at the bottom pull or pry it rearward-this will release the pedal (BE CAREFUL IT WILL RELEASE HARD)
