There. 1st of All. you need to put Gmod9 in for example
C:\Program Files\Steam\SteamApps\SourceMods\ Then place the Gmod9 folder in SourceMods\
But you do need HL2 Installed. If you Dont have it Installed there is Various ways of Running it (Though Bloom Wont work Without Half Life 2)
You should have installed it to C:\Program Files\Steam\Steamapps\Sourcemods. If so you should restart Steam visit the My Games list and Smod should be listed as a new game there.
If you installed it through Steam, it's probably in C:/Program Files/Steam/SteamApps/common. Otherwise it could just be in C:/Program Files
Go to windows explorer (go to my computer). Browse to where you installed steam. For example "C:\Program Files\Steam" and from there click on the folder called steamapps, then your username, then click on the garrysmod folder, and inside that click on another garrysmod folder, this is where the garrysmod files are. For example: C:\Program Files\Steam\steamapps\<username>\garrysmod\garrysmod
Files with an extension of .exe are executable files. This type of file is one which is used to open applications games etc. it is the main file for each program. For example to open Internet Explore when you doubel click on the icon it actually make the ie.exe file open up and this gives you the internet explorer window.
when a java program is compiled it is converted into a non executable code which is byte code, and this byte code can only be interpreted by JVM. so a java program can't be executed on a machine which doesn't have JVM installed on it.

In CS 1.6 it should save to C:\Program Files\Valve\Steam\SteamApps\<username>\Counter-Strike\cstrike\ In CZ it should save to C:\Program Files\Valve\Steam\SteamApps\<username>\Condition Zero\czero\ In CS:S it should save to C:\Program Files\Valve\Steam\SteamApps\<username>\Counter-Strike Source\cstrike\screenshots\
