There really is only one way to turn off the air horn in a truck. You need to disconnect the horn.
You either turn it on or off. Whenever you have children in the truck with you, turn the switch to the off position.
Probably a bad ignition switch.
You can only do this in park ... Turn off your truck ,apply the parking brake and turn your truck back on .
Usually it is only pick up truck type vehicles that have an air bag turn off and it is located on the passenger side dash. If you don't see a turn off switch or key on the passenger side dash then you probably cna't turn it off.

Under the horn pad there is a clock spring. That is what normally fails. If your horn does not blow then that is the problem. It would be adviseable to pay a repair shop to make the repair.
Easiest way is to just pull the horn relay.
The A/C does have an on/off switch. You are feeling the incoming air that is flowing through the vehicle whether the A/C is on or not. That is why it gets hot when you set the temp to hot. Set it to cool and turn the A/C off and you will feel the air temp of the incoming air whatever the outside temp is. Start the engine raise the hood, look at the compressor. If it is not turning it is off.
sounds like a wiper switch contact is sticking i have the same problem on a old dodge truck
To deactivate this feature, take your car to a Toyota dealership; they have the software to access your truck's computer. You can also turn on or off other features related to your lights and sounds.
Does your truck radio have a power switch on it ? If so, then just push and hold.
