Paul is talking to the Church in Rome. It was made up of both Jewish and non-Jewish believers. It (the argument) obviates the need for a new, non-Jewish [gentile] believer to be circumcised, as some in the fledgling Church insisted they should be. Paul couldn't address the circumcision issue without first laying the foundation of Abraham's pre-circumcision righteousness. Being considered righteous, or right before God, is a spiritual matter of the heart and is not reliant on a physical ritual.
