If you are refering to the one on the steering wheel. NEVER NEVER NEVER attempt to remove the wheel cover, there is an explosive air bag in there and it will hurt you bad.......... See your GM service for anything on the steering wheel.

Begin by removing the wiring harness from your 1996 Chevy Corvette horn. Remove the horn retaining bolts. Reverse the process to install the new horn.
you need to remove the bumper cover to access the horn. The horns at below to the out side of the head lights

The horn is located in front of the right tire. You have to remove the plastic cover in front of the tire to get to it. You should be able to see it through the vent on the front bumper.
I quess is that the spring plunger that is behind your horn button is defective. Remove the steering wheel to replace it.
The horn switch is part of the airbag cover.
On a 1987 corvette the relay is behind the info center display. There is also a fuse for the horn which is usually whats wrong its a 15 amp. if its blown i would replace this before the relay. You need to remove the center bezel, then remove the info center and you will find lots of stuff back there.
This is a joke right? If it's not, then the answer is "Call your mechanic because you really shouldn't be working on your own car!" You could simply remove the horn relay

On the driver's side under the hood there is a flat cover. Remove the cover and you will see a fuse panel. The horn relay is bottom center.
