I ran OTR in an 07 730, and I'm a mechanic for a fleet which has newer model Volvos in the fleet, so I can tell you it remains the same..
On the bottom of the steering column, there's a lever which faces towards the seat... from the bottom of that lever, you pull out. That's your hood release.
On the VNL and VHD models, there's a lever under the steering column. You pull that out to open the hood.

Open the hood, look behind the hood seal on the righthand side of the vehicle.. there'll be a vented cover, secured with two metal latches.. undo the latches, remove that cover. There'll be a folding plastic cover which you'll have to lift up to remove and replace the cab filter.

I can't say with 100% certainty, but I know the hood latch on the 07 VNL780 I'm driving is located at the bottom of the steering column. It's possible that the same configuration is used on the 97 - 2004 VNL series trucks.
