We all learn to behave the same way -- by watching the people around us. We see what sorts of behaviors get people what they want, and we copy them. The trick is to learn different sorts of behaviors. Getting a waiter's attention in a diner requires different behavior than getting a waiter's attention in a fancy restaurant. So it's not so much learning to behave as it is learning a variety of strategies.
