They would make sure they would have enough evacuation plans so when the eruption comes, they would use any kind of material to escape the ash and lava.
For example, Mt. Vesuvius explodes. The people in the city that is close would use boats or something else to escape into the water from the falling ash or the exploding lava.

You could build greater levees that are stronger and bigger even. You could also prepare for the hurricane and if it is really bad you can pack your bag and belongings and leave if you wanted to. The cities could have hurricane a bell that they ring to notify people.

No one can stop a storm however the effects of a storm such as hurrican Katrina can be prepared for.

  • build higher, stronger buildings
  • don't build near the coast of on sea level
  • move to somewhere nicer
