For many different reasons - sometimes because they are escaping war, persecution or natural disaster in their home countries, sometimes because of economic opportunities, sometimes because their ethnic group or religion is discriminated against in their home country.
This is a very brief reply due to the many issues involved.
Each person is assessed individually for genuineness before being granted or refused refugee status.
Lengthy delays may occur due to the often missing information that needs verification, or, the originating country is in a recuperative or transitional state where people are no longer seen as needing refugee status. There are many more factors involved, and requirements and situations may change frequently.
Those that are denied refugee status are usually repatriated to their country of origin or from where they last came from.
Many are held in detention centres, and many are allowed to be free during the their assessments, depending on how they arrived, applied, and other reasons.
Many people who claim refugee status that arrive or overstay illegally within Another Country are economic refugees. They are people with no other reason to leave their country other than for lifestyle or monetary reasons.
If this were not strictly controlled, USA, Europe, Australia and many other countries would soon become overwhelmed simply by sheer numbers, and those with criminal and terrorist intentions would not be screened out.
Firstly, a refugee is someone who has been granted asylum by the Australian government. Asylum seekers are those who you will have heard about on the news-they are the "boat people." Secondly, they come because they have to. In their own country their could be war, political unrest, religious or race-based prosecution, poverty and other life-threatening issues. They come for better opportunities, and ultimately life.
There is a lot of hyperbole about how asylum seekers will take over Australia, how terrorists will rise up from among the ranks of asylum seekers. I would advise you not to listen to this. Asylum Seekers, especially those on boats are very rarely terrorists. There has not been a terrorist on an refugee boat since before 2000. And actually Australia takes a minute amount of asylum seekers each year in comparison to other countries. Oh, and they are not "illegals." They have perfect right to come here-the UN says so. The real "illegals" are people who have overstayed their visas. Only 5% of refugees who arrive on boats are not genuine.
In fact, I believe Australia is the one mistreating asylum seekers. Did you know that it can take sometimes 4 years to process asylum seeker's applications, meanwhile they are locked in a detention centre. Also, people approved as genuine refugees who are under 18 can request for their family to come to Australia. But if they are an adult before their application is processed....
I believe it is time Australia started accepting asylum seekers and refugees for what they are-people doing what they have to, who have valuable skill to offer for Australia.
