Your options for this are relatively limited. The only way to run Windows applications without running a version of Windows in some form is with a compatibility library, such as Wine, CrossOver Mac, or Cider. These will generally have more limited compatiblity with Windows software than running a full operating system from Microsoft. Links to these software products can be found below.

You can run mac software on Windows, but not legally. Because Apple computers use Intel x86 processor, it can be installed on any personal computer. Such computers are call OSX86 or Hackintosh.
