Idle is set by the computer.
The idle shutdown mechanism depends on how the ECM is set up... there are many ways this can be done. Running it at high idle might or might not override the idle shutdown, dependent on how the parameters are set. If you have ambient air temperature override, you can tape a hand warmer to the temperature sensor.
the only way i can find to set mine is move the cable out a little.
My 2007 Volvo uses .5-.6 gph at idle (600 rpm), if I set it for a hi idle (900 rpm) it uses 1-1.1 gph.
The Volvo 240 never had air bags or antilock brakes until 1990. The '90, '91, '92 & '93 240's only had a drivers side air bag, not dual air bags. Those were the only years the 240's had an air bag. In '92 only the 240 GL had ABS. In '91 ABS was a factory option available on a limited number of cars. In 1989 and earlier years there were no air bags or ABS on any 240's. The 240 was discontinued in 1993. That year Volvo introduced the 850 which had dual air bags and antilock brakes standard. Then, in 1995, Volvo introduced side impact air bags. Idle is automatically set by the computer with the use of an idle motor.
The idle speed is set at the factory and is NOT adjustable.
To set the idle, adjust the carburetor.

I looked into this about 5 years ago. idle is not user adjustable and the 92 is factory set to idle very slow about 800 to 900 rpm. I think it is computer controlled. Incorrect sir. There is a bolt under where the accelator cable is connected that you can adjust and it WILL affect your idle, you can do this with a simple screw driver if you really feel that you need to.
