You begin first by getting the two Sims to be aquaintences. After that, try to flirt around using the romantic tab. DO NOT Kiss until the man/woman is a girlfriend/boyfriend. Most chances are that they will not do it, giving your sim bad mood. When you reach Girlfriend/Boyfriend status, First Kiss, then keep on flirting until you get Propose Marriage. Do that, and then you can choose to have a private wedding or a public wedding using your phone. Enjoy the new couple!
