Cross faction speaking in game is only currently possible if you add someone as a Real ID friend. You will have to know them pretty well though because they have to give you the email that they log into WoW with. This is the only legal way (besides voice programs like vent) that you can communicate cross faction.
There is no way for one faction to talk to the other faction in World of Warcraft that does not break the Terms of Service and Acceptable Use Policy in some way.
Blizzard disabled cross-faction communication in order to hopefully cut down on name calling and harrassment in Player versus Player combat.
First of all, you need to be in a guild to talk in a guild. Then type /guild (insert space here) then type your message. Or you could type /guild, hit enter, then hit enter again, then type your message.

According to the WoW Census, the percentage of the factions on Destromath (US) is about 39% Alliance, 61% Horde. However, the census does mention that this data is slightly out of date, so it may vary from this number.

Take the Horde Zepplin outside of Orgimmar. This will be the one on the right if your outside looking into Orgimmar. This is the fastest way possible. ---- It also depends on where you are starting from and what faction you are. A horde coming from Orgrimmar will take a different path than an alliance coming from The Exodar.
As long as you are both Alliance or both Horde, and on the same server, you just have to travel to the other person's location and you can play with them.
You obtain all of the flight licenses as of cataclysm at a trainer, nearby the flight masters of any major city , either horde or alliance.
I have both the guide and both have it's own pros and cons. It really comes down to whether you are playing the Alliance or the Horde since both have different quests and routes in WoW.
