Stingrays, like all chrondrichytes (the class of animals that contains sharks and rays), have electroreceptors, tiny pits called ampullae, that run in a line down their body. These ampullae are used to pick up electric signals that are emitted by the movements of other fish. The stingray can tell a number of basic things about other stingray and other fish by reading these electric signals -- such as whether the fish is dormant, eating, agitated, at which speed it is travelling, etc.
Beyond that, stingrays use body language, just as sharks do, to let each other know how they're feeling.
