Usually its done via SNMP. A device(s) within the network tracks the packets/bytes and this information can be retrieved by the core network via SNMP GET. There are also other devices that integrate AAA and a flow monitoring device to report more accurate information.

The bandwidth of a signal is related to how fast you can transmit information over that signal. Signals with large (or broad) bandwidth can transmit more information (data) in a given amount of time, so this results in faster download times.

So depending on your needs, if you download a lot, you'd probably want the faster download speed, without having to pay for the faster upload speed, which you may not really need.
