Neutral mean is zero potential and neutral wire it has been taken from the Distribution Transformer " Y " point (Xo). This point " Xo " is directly grounded through the dedicated grounding system.

You can not have a "neutral earth" the "neutral" and the "earth" are separate wires/connections and should not be cross connected or muddled up.

Current in a standard house is AC (alternate) so it doesnt matter if the live and neutral are crossed. Should the earth and live be crossed then the earth leakage would trip

Your house must be wired according to the regulations in your country and in most countries that would need 3 wires for each circuit - live and neutral carrying the current plus an earth wire properly connected for safety.
In the UK Brown is the live, blue is the neutral and green/yellow is the earth. The live and neutral are the two wires that normally carry the current.

The 3 wires are live, neutral and earth. The current travels along the live and neutral because 2 wires are needed for the the current to flow, while the earth is a separate safety wire that normally carries no current, until a fault occurs.
