The Legislative Branch proposes the bills that they wish to become law and debate them.
The head of the Executive Branch (the President) signs them into law and the various agencies of the Executive Branch administer and enforce them.
THe Judicial Branch rules on them.
Each branch does not make laws only the legislative branch which is the congress. But even then their law is a bill and goes to the executive branch( the president) to be approved or vetoed. Then if approved goes to the judicial branch to be judged weather it is constitutional or not.
