It's called pith, and it's peeled prior to canning using a chemical process. First the skin is loosened by dunking them in hot water. Then they are bathed in a gentle lye solution to digest the albedo and membranes. Last, the segments get rinsed well in water to clean them off.
A nardicot is not a specific plant, but a group of citrus plants that are very easy to peel (zipper skin). This has been done through hybridization with a mandarin orange. Examples: lemons, limes, kumquats, pink/white grapefruits, blood oranges and unwaxed lemons. The Clementine orange (madarin and sweet orange) is a good example of a popular nardicot.

Well, it's not really thin and working with them tells you that they have some definite thickness. Perhaps to measure them, soak a raw egg in white vinegar for about 24 hours and then wash it off. You should end up with a pliable semitransparent egg membrane enclosing the insides of the egg. I would think you could get a rough idea by using a caliper to measure the thickness after you rupture the membrane. Good Luck!
