Typically, the light in a modern lighthouse is a focused beam being mechanically rotated to sweep (turn) in a full circle. The "flash" is seen when it is pointing directly at you.

Smaller lights on buoys are actually flashing on and off with switches, to be more visible. Both continuous and flashing buoys are used to designate channels and shoals.
