You animate drawings by making several, each one showing only a slight movement from the previous one. You can do it at many different speeds, though the standard is 24. When you show a large number of these images, known as frames, in a small amount of time, which is seconds, it appears as if the image is animated. To animate a drawing you have to draw the same thing, with a slight change, each time, and keep it so that it doesn't jump around, which would ruin the effect. There are many devices to assist in this.

Japanese animation typically brings down the Frames per Second (fps) to 8fps. A typical Flash animation can be done for 12 fps. Your regular TV / video is 30fps or 25fps depending on your region.

Some software applications which can produce animations are: Adobe Flash (previously Macromedia Flash), Adobe Imageready can produce simple animated GIFs, Tab Pro (similar to Flash, but supports cut-out animation), Digicel Flipbook (raster-based). Note that the formats are not all Flash-based.

There is a Japanese-language only simple Flash animation package called ParaFla developed by a Japanese enthusiast, popular among Japanese Flash amateurs/ game hobbyists.

Well it depends on what you mean, like for stickfigures there is a program called Pivot Stickfigure Animation. I would recommend getting that for stick figure animation and for sticks go to Droidz.org, for quotes moviewavs.com, and for sounds findsounds.com (you need to right click and select save target as for the sounds as well as movie quotes)
