The designation, ADL or BDL refers to the stock on the 700 model rifles. The 700ADL has a plain walnut stock with a blind box magazine, no floorplate. The Model 700 BDL is a bit fancier as far as the stock goes. This Model has a dropping floorplate and is most often found with a black plastic fore-end tip and grip cap.

It sounds like damp or old powder (pellets) Try a freshly opened batch of powder, that should cure the problem. The other problem could be an obstruction in the nipple. Make sure the path from the primer to the chamber is clean and dry. Lastly the primers could be weak, newly opened fresh ones would help there too. Store any remaining powder and primers (separately) in a ziplock and keep in a dry place.
The 700 is known to be much more accurate.
