Be romantic, take her by surprise if you want (but in that case prepare to be surprised), but also make your intentions clear, so that she knows you're not kidding. Erm, try to make it sound as if this meant a lot to you, that having her as your wife would be a great honour and you'd love to spend a lifetime loving her, caring for her, protecting her (unless she's a rabid feminist she'll enjoy that).
